Issue is still not resolved, I can't even connect to the vps now, keep getting timeouts every time

check ticket id #PBM406 only getting around 3gb of ram for my offshore 3 package where I should be getting 16gb after two upgrades. Invoice has already been paid number of cpu cores is correct=8, please fix, my site is unreachable because of the 99% cpu usage due to everythig going to swap.
