I've had multiple PayPal accounts get burned in similar fashion. One of my users kept back charging his monthly subscription and PayPal sided with them. PayPal ended up closing my account with $800 on it and I've never been able to recover it. I'll avoid PayPal whenvere I can.

What language do you actually know or have experience in? Learning a programming language is step one. Some popular languages that I would start with would be either Python, Javascript (Node), or Java.
