Yeah this happened a few days ago, had to battle for a few days trying to get the account cleared, and those few days cost me dear traffic, new acc it is thanks! New moderation is far too scary to mess around with and try to save a few cents on an acc.

Is it out of moderation concerns? Or will the campaigns themselves be affected if mixed with BH and WH?

Well That's also a peeve of mine, i don't particularly want to mix and match everything, but i'm stuck with the fear of my BH campaigns getting flagged eventually and account locked, not that it happened yet, but still don't really want to lose my WH campaigns because of that.
