Its because you followed private users and they havent accepted declined as of yet. They still count towards your total. If you have used FL it can unfollow these accounts during an unfollow cycle otherwise i think you have to wait for these accounts to organically accept or decline you.,

Yes, You have 900 private users which havent responded to your request yet. I dont know how to resolve this or if there is a way other than wait. If they are dead accounts then i think your limit will never be back to 7500.
