I think the solution is quite simple, you all better keep spending and your threshold should move up apparently. One of my ad accounts just moved to the $25 tier. All I did was creating lots of bills in order to make the ad account more "trusted", and I leave it for awhile to let the ads move up...
You can share the contents from your page to different groups with related niches. Just keep it in mind don't overdo it otherwise you will be flagged by the admins or users from these groups.

It seems that you're abusing Facebook system. Try to do everything slowly, wait for a few days between these tasks. For example: After adding your CC, you should wait 48-72 hours then try to run your first ad. Hope this helps!
