Yes, GSA and Xrumer should be best used for Tier 2 and 3... never good to create too many daily but does depend on your keyword. Most people I see don'y create more than 1-2k daily and just monitor your ranking and you'll know when you can cut back at least. Then if you see it slowly drops...

GSA and Xrumer are great links for churn and burn purposes. Why don't you pay someone on Fiverr to do this for you instead of buying the $500 software? I use someone on Fiverr for both GSA and Xrumer. Very reliable.
