Could you ask them to send the backlinks data they are building? You could do the analysis based on quality of the backlinks and decide on your own if they are worth continuing or not.

There is no such thing called 'latest 2015 link building activity' to boost your keyword rankings. I'd say editorial links & PBN (on great platforms) are effective for quick rankings if you know how to use it wisely and which platform to target which is super specific to your niche.
