You generally use PPC to either direct people to a website that has a service/product to sell, or to a site that captures leads, of course if you're going the lead generation route you need to be compliant by Google's rules. Doesn't matter if he uses Aweber, getresponse, mailchimp, etc. They all charge for the number of opt-ins you want to mail to. Your best bet would be setting up your own mail server so you don't have to pay such high prices for mailing.
