If you been banned almost 20 times... it might means Google had paid attention to your associated account. Meaning that even your new apps are absolutely OK. They will still suspend your entire account because you had been suspended before. Google has its way of knowing.

Yes. Me too! I tried to use different Entropay Card to register account at Google Play Developer Console. And I had failed three times in 3 days. Reason: My Entropay Credit Card is considered as High Risk. I think Google Play had detected and decided not to let registration using Entropay VCC...
