You can target a specific street address, but it let's you target it with the minimum of 1 mile radius. Click on "Add locations in bulk" and you will see all of the needed options.

I've never been a fan of Sales people or "consultants" from Facebook, trying to suggest you how to optimize the campaigns. I believe the first and the last time I spoke to somebody and wasted 30 minutes of my time was about 7 years ago... Have things with those in-house Facebook consultants...
