Because many sellers use penalized domains with good metrics. If PBN domain is actually good, it would not be hard to get in some organic traffic.

PBNs without traffic won't be worth a single penny. Most of these networks are built with cheap expired and penalized domains, and they will cause more harm than good for you. Most metrics can be easily manipulated. Everyone can find find those high DR domains that has been previously spammed...
