Domains can be DMCA ignore at registrar level. All depends on source of complaint. But ultimately the registry (that runs the TLD) has final say. If they disable domain, then it's game over. Most ICANN accredited registrars follow strict DMCA rules.

Don't ever use Njalla, they lock your domain/account w/o prior notice if they don't like it. Even after proof nothing is wrong they allowed transfer out. But it's definitely not the DMCA ignore registrar you want.

They count on affiliates walking away but it's blatant fraud. And 100's of affiliates are affected by this. If they are unwillingly solving the problem which could make them complicit with anyone who defers clients to new accounts. In the US this would likely be pursued as a RICO case. That's...
