Does anyone know if Bing Ads tracks nameservers?

I feel I have been able to crack the the code with bing getting up to 70% ROI for my cpa offers and 95% ROI on my pay per call. Now I am banned and bewildered how everyone else can create an account so easily but each time I create an account it gets banned in minutes.

Bing is wonderful until you get banned. They shut me down after 2 months with no explanation. I was running a 100k campaign. You can imagine my emotions right now.

Please help. All I want to do is run a campaign if you have the knowledge to help me do that successfully with out being banned please help me do the same. I don't know where to get good traffic from any other source site then Google and Bing and I'm banned from both.

What are the steps to creating a second adwords accout without getting banned? I failed several times and need help from people who can get it done. I recently got banned from bing as well, so instruction on that end would be great as well.
