I have been using a reliable VCC that is invited-only and they are fairly consistent in social media ads usage.

There's an invited-only VCC provider that I used consistently until now, tried a few providers here and I had bad experience with them.

Believe it or not the same exact ad copy running on different ad account with different page will have different results. Don't really understand how meta algorithm works these days. I just do my A/B test for a week and choose the one with better result, broad targeting and let their algorithm...
