For promoting stuff that doesn't quite align with your brand, you kinda just have to get creative. Maybe try reaching out to micro influencers or online communities related to that service and see if they'll share your link. You could also look into native advertising or guest posting on sites...

You're basically a PR person at that point. Finding places to land guest posts, talk with reporters, and basically anything to get back links and position your brand/entity.
