I agree, but as you know most of the people\newbies here don't know how to get even 1 backlink, so free pr1-4 backlinks will help them to start. When i was a newbie no one gave me a free high pr backlinks list, its was a hard work to learn and get them by myself.

It depends on how much time you invest. If you will work on your site SEO every day 3-4 hours so probably you will get to the TOP10 much faster then working 1-2 hours a week In SEO there is no such thing as "how much time it will take", its a huge world with thousands of different parameters...
