I'd advise to go for Adwords. All other traffic you buy targetting mobile Portuguese users will be just proxies or utterly junk traffic from url forwarders.

If the domains are related to your niche, I'd advise to go for A, otherwise a brand new domain will be better.

If you keep the content of the domain same or at least similar to what it was before dropping, by, such as, scraping the old content from the web archive, then the PR might stay still or drop non-dramatically. but if you build a completely different website, eventually the backlinks will be lost...

Does it have any traffic or potential? If it's good enough, you can try the auction sites. otherwise it'd be worth little, in the $xx range.

I'd strongly advise against getting links from footers. Since the Panda updates they give nothing but trouble, unless they come from extremely reputable sites.

Fiverr is good for the little work you can resell. You can have a logo made for $5 and sell it for $20 or $50. That sort of stuff works well, but development, you can't find a decent developer who is willing to work for $5. That person is simply too unaware of the internets and how stuff works...

Proxies keep dying like flies. It's the biggest issue with this. Very difficult to find a solid proxy supplier.

There's nothing called guaranteed drop domain registration. The whole domain backorder business(namejet, poolcom etc) would be meaningless if that were the case.

It all depends on the page. If it's a dropped domain, it's worth close to nothing. A solid PR7 would at least be worth a few hundreds, if not thousands for lifetime.
