Hi, are all YT accounts created on a different IPs?

Whenever I try to upload to YT I get an error saying it fails and right after it fails, the account gets disabled. Has this happened to anyone? What does it mean?

Ok, now my videos aren't showing up on a different IP either. Is anyone experiencing this at all?

If I upload the same video on another IP the video shows up instantly when searched. But when I try it on the IP that I've been using, the video does not show up in search at all even after 5 hours.
