You could always go to direct mail route if you've got the cash to spend - otherwise I'd look into advertising on local websites and increase the SEO for local keywords

I think you need to target more keywords and get more visitors to your site. 15 visitors / day just isn't enough for the results you are looking for.

I'd also recommend a copywriter, or possibly making some changes in your design to better convert the traffic to leads. Take a look at your analytics and see how much traffic is coming from search engines. Is the traffic searching your keywords?
