Spend your budget creating an asset that becomes a link magnet. You'll have to promote your asset at first (including building a few links) just to get it to rank. But once it ranks, that asset/resource will pick up links on its own.
Nofollow blocks pagerank and anchor text from flowing to the linked page. While these 2 factors are important, there are many other ranking signals beyond these, and nofollow has no effect on these.
