I recommend wordpress because it gives you more control over your site and also it is easier to grow your blog in the long run. Blogspot is easy to learn but wordpress is better choice if you seriously want to make a website.

Don't promote it directly, start by sharing helpful helpful tips related to your SaaS. You can also join relevant facebook groups, answer people question which builds trust and if people find your advice useful then they wanted to check out your product.
