It doesn't seem legit, specially because the guys asks the money upfront. And if what he says it's true, he would be uploading his videos and putting them on youtube front page and making 40x that money...

I might be crazy but I don't think a bunch of dislikes is gonna derank your competitors, the way yt ranking changed so much I think now the dislikes are perceived as feedback and only solidifies the rank. My source? I've tried that to derank and it didn't work.
