It's simple, traffics coming from social media is just low quality and if users use Pinterest App or Facebook App, they will be using in-app browser which doesn't give google cookies so that it can better server the ads.

yep, most of my traffics are tier2/3 and most of the revenue is from tier1. Tire2/3 are just not worth it.
