Curious myself. Gained 60 links recently, mainly Tier 2's with service based anchor text and our URL Rating dropped 10 points. Anchor Text variation definitely plays a huge role. Planning on increasing Tier 1 brand name links and see if that moves the needle to page 1.

You just have to be creative and have something of value on your site that can be a relevant "authority" for something to link to.
