I wouldn't say it's the most important ranking factor, far from it. However, if you ever do have a manual review then you'll likely be penalised if the content is total garbage. As with anything BH related, it's all about risk vs reward. If you think you can get away with it and the money side...

Nope, don't even go there. Chinese sites tend to get spammed up hard! Know how it feels to leave what could be a good domain but it's almost always better to drop it out and continue the search.
