Dreamweaver will be able to open the pages, but unless you know whether it pulls anything from a database or is actually part of a CMS then you could stop the site working with a simple change to any of the other files.

You may find a plugin to do it, otherwise maybe create a page and then use the archive shortcodes which can be found on the wordpress support site

So have they asked you for a quote? What type of site is it, html, database? How many pages? What type of functionality? You can't really ask how much to charge without any more info
