Get a residential proxy that does allow City/Region level targeting. IG script does ignore the changes of an IP address if it is coming from a close location. So if you manage to get it to Berlin for example - you are Gucci. (Smartproxy and Luminati does offer those) If the IP goes from Romania...

Jarvee seems top class. Get one of the proxies from the "proxies for sale" sub-forum. Jarvee might give out free trials, not sure tho.

How long did you wait? It might take quite some time. Also, is the content really similar to each other? Newest Google scripts seems to not get along with duplicate text even in different lenguages. If the text was similar - some links might get skipped on.
