If you're doing CPA why would you care about hitting hashtag, there's way too ambitious trying to not get shadowbanned and doing CPA at the same time just saying. There's tons of way doing CPA more efficiently on instagram.

I'd never suggest using SMSPVA, from my experience numbers from them doesn't go well. Unless you're planning to do CPA which you're burning through accounts and you don't care, use what you have and try to get more if possible.

No tool or bots out there in the market can do that, all the targeting of demographic you'll need to understand are just estimation to it's best ability set by the developers. So I'd suggest enabling all filters you can such as English names only, location of posting and etc.
