I'd say learn everything you can about traditional marketing and don't leave any avenue untouched. But why drop the Online marketing altogether. Set up a site using your skills as the service you offer and then market that online! It's a win-win!

A good idea is to start with things like hosting. If you can host the site in the middle east that will help. Also verify in G Webmaster Tools and set geo-targeting to a mid east country. Then when backlinking, try to get links from middle eastern websites that are hosted in the mid east.
