The difference is now, that your web 2.0 will need to look real. No spun crap and more regular updates of your web 2.0 properties. As for "articles websites", they don't work anywhere near as well any more.

Not sure about this, some of the best links i have are blogroll type links, but i didn't pay for these. Sometimes people just link to you because they like your site! Imagine that!

Do both but make it look natural, and don't buy links on crap sites, whether it be blogroll or guest post. If the site has loads of pages and you're getting a blogroll, this is where you have to be more careful with the site and anchor you use, as this will naturally lead to more links from...

Decide what link building you want to do, how best to do it, then look for a link service to suit your needs. Don't just use link service because it says it works post panda/penguin.
