There's no need to change devices, what's really important is isolating the account in an anti detection configuration that matches a stable residential IP address.
The safer option is using a crypto-topup virtual card from a well-known provider that issues Visa/Mastercard, since most cheap or temporary cards get declined by Facebook ads.
An old personal account is fine as long as it's clean and active, your EU location won't block US ads, you'll need to create a Facebook Page and set up targeting in Ads Manager, but it's fairly simple if you start with the basics and don't overcomplicate things.
