It does matter because everywhere else charges $99. Why would it be a quarter the price? And yeah like you say, the hardware isn't any cheaper so why is the subscription cost? I searched and couldn't find anything about the Apple Developer Program being only $25 in certain countries. Very odd.

Can't you get a hosting service that provides different ips for each site at a much lower price? I remember I did that back around 2010 and they had services like that. I started out setting up multiple different shared hosting but later did it all with one service.
