Seems like your hoster isn't the best. They wouldn't just turn you off, but whatever. I doubt actually that 50 translation scripts can make such a high CPU usage.

You can also use some other forum software like phpBB

By the way, instead of using online proxy websites, you can use the "browser-in" proxy to avoid "blocked" messages from routers etc. for example in college or school. Make sure you got the permission from your teacher/chief before doing so though :p
