they should convert when using VPN... but maybe you did not use a "real" first page submit offer, i also had problems with offers that were called "first page submit" but they simply did not convert on first page.

i am from germany, and all i can say is that german laws/politicians are just dumb when it comes to copyright issues, and many other things... sometimes you have the feeling that they don't even know how to use this thing called internet, but this does not keep them from issuing useless laws and...
