How is this useless? You can just private the videos you uploaded to get 4k watch hours, and then start your real channel after monetization is already approved. Otherwise you'd have to grind away to achieve the watch hours and subs or pay for them.
The type of animation they are using is called tweening. You can do this with different animation softwares, just google "motion tweening" and you can parse through to find something affordable.

Depending on the amount of money you could hire a lawyer to email them/send them letters requesting your payment. As long as they don't want to go to court it shouldn't cost you too much. You could also in future try joining a PRO instead and cut out the middleman
I would've thought that the average higher pay of college graduates as compared to high school graduates is evidence enough that it is not a scam. Maybe you think it sucks, or whatever you studied was shit, but that doesn't really prove anything
if by family friendly you mean the "made for kids" section of YT then I don't think that's accurate; made for kids does not permit comments on the videos. I'll just assume it's mostly bots since all videos have a high view count and I've seen other channels uploading the exact same videos
I don't know if this works for private videos but vlc allows you to download videos from youtube.
Open vlc
ctrl + R
select the network tab
copy the url of the youtube video and paste it in the network tab
hit convert/save
save to a location
ctrl + J
copy the line at the bottom of the window...

it is probably just blender. a low poly mesh for the head, make sure you have som hollowed out eyes and a nose that protrudes from the base. then you can map a texture to the mesh and have the eyeballs separate
