I'd create some high quality content based on the local area (and infographic for example based on something interesting in your local area) then pitch that graphic to big local outlets like the sites of your local newspapers, that should get the job done.

I've heard submitting links to google+ works well, in addition you might try manually submitting the links to the search engines.

First thing you're going to have to do is set up a page, once that is done, create an interesting post and use their "boost post" function... it essentially creates an advertisement for your facebook page. I've done this a TON.

Those directories are slowly being phased out man, they are kind of old school. I'd stick with creating quality content and submitting to sites like Reddit, you can also look into guest posting.

interesting, i still use search all the time on mobile, more so than anything else... are all these people just using apps and social media? I just find that hard to believe.

If they are new accounts this will most likely throw up a flag... I know one time I tried friending random people from new accounts I created, and after I got to a couple hundred it said I was going to be banned if I kept it up.

That really sucks man, but to be honest after 3 years there probably isn't much you can do. The good/bad thing is now there are safeguards when admins are changed to prevent that very thing from happening. Really sorry to hear about that.
