Since you're paying per click, you can pre-qualify who's going to click by making your ad clearly targeted to businesses. If the ad is clear enough, individuals won't feel it's a good fit for them.

Propeller Ads is definitely not the best traffic source around, as @se900se said it's mostly bots... but still, you can make money there - money is being made there everyday, even if you have 50%+ bots coming from there, you still have some real human converting traffic for CPI offers...

I'm surprised your account wasn't banned - you can promote app installs on google ads, but definitely not as an affiliate. For that, use a source like leadbolt or go2mobi instead...
