Use Wayback Machine to check the past 301 history and that may help. But I seriously think that it was used for spammy purposes. I would advise against buying that domain. There are a lot of quality expired domains unregistered that you could find. Just be patient and keep searching. :)

Have you checked the volume for your target keyword? Maybe it's not so much. Add a ton of related keywords and check your optimization score too. You may get some insights.

Most probably it was used for some type of spam. Is there any past records of 301s? And I don't think DA 9 is not so high to risk your money. Research a little bit more and you can find other good domains. Btw, which tool you use?
