There were already PEPE tokens in 2022 eg. on stellar, main difference between these creators are the only ones used smm and the others didn't. With basic knowledge of python you can make automatic tool which will spoof social media just like this meme token did, everything else is human stupidity.

Some of these scam tokens has been pumped by huobi, bob, wojak and pepe are from the same team and they are using same "marketing" pattern on twitter with thousands of bots.
