as far as i know, creative commons material can be used by anyone. i may be wrong in assuming they can be monetized as well, but it has worked for me in some instances. I normally just try a different video if one didnt get accepted for monetization.

I had that happen also, i got something from the creative commons area, two videos one monetized the other wouldnt.
