Usually this can be bypass by using subdomains -- at least on google -- we rotate different subdomains with CNAM records to circumvent blocks.

If you look around on here, you can find ways to get decent backlinks for free, without having to pay someone else. Might take a few hours of mindless reposting/shitposting/spamming your link on sites, but can be done without spend. That's what I did, and I get ~41k Google engagements in a week...
