No, you can still be banned, if you break terms of conduct. I.e it does not give you the opportunity to spam people etc. If this gets flagged and you are caught - you CAN get banned.

Yes, look into downloading Blue Stacks, this will mimic the Android OS, you can then download Instagram within Blue Stacks :) However I'm not sure how the uploading of images works but I don't think it should be a problem

What the others have said - it's important to have a big account first, then you can easily grow other accounts. I can generally create a new account and have it gain a minimum of 1,000 followers a day without doing much work.
