Im using host gator and their cron is once per 15minutes. what now lol.

first go to mysql databases and create a database. then create a username with that database. then go to. phpmyadmin and import the db.sql file

No lol. you got the wrong idea. You have to create the database on your webhost. and import db.sql to it
