"Fake news" was the penalization. after 3 strikes you say bye-bye to the page for 90 days. :) And usually those "fact-checkers" will send you many strikes in the same time, or even the same article posted 3 times will count as 3 strikes and will fuck the page for 90 days.

i think he wanted to ask about payments. after you do the trick with country availability, you need to get paid and maybe they will catch you with wrong country when you use payment details from unapproved country. means, that trick is pointless if you can't receive payments from facebook.
