Definitely not without ID. If you have no business, no job, no real estate in EU, some companies can setup a bank account in countries like Malta, Cyprus for you. Opening deposit will be 10k eur and more.

Depends on country and even more on bank. Some banks will bounce payment if the names mismatch. I think PP can't see the account owner's name unless you try to deposit money with it.

IMO USA is the worst. Lots of PP stealth accounts are either US or UK based and they come with greater probability of being limited or asked for something you can't fake, like SSN. I would pick low profile EU country to set up my stealth PP account.

Don't call PP telling them your underage honest intentions. They're not a lifeline. Either pay 30 bucks for fake ID if wanna keep the account or stay limited.

Don't enter ssn unless pp asks you to do so. It's not clear from your OP whether pp already asked you for ssn or you just want to enter it to prevent future problems.

The fact that it is just an optin form is red flag. If they sell via email, you get no earnings. Ask for review copy of the product. Check also gravity to see if people actually promote this product.
