If they decreased rankings or were 'risky', then people would just point them to their competition. That doesn't mean they're always effective of course, but there's limited negative downside.
Of course it works. Think about it from Google's POV. Why wouldn't CTR matter when trying to determine the best restaurant or store? People searching, clicking , and actually visiting the store/restaurant is the best possible signal. You are directly telling Google that their services perfectly...
1) Fill out everything in the GBP, including photos
2) Full website with good content, that is structured correctly (find popular competitors ranking high and see how their site structure is)
3) Feed the algorithms what they want - Social media = short form video, GBP = photos with some offer...
Highly effective for local businesses (primarily through review bombing), but probably less effective for other types of sites. As Google scraping gets "smarter", they'll understand more about the page/website, so junk links won't be as effective.
