You can target keywords geographically - just add a location restriction to each keyword. I'm currently helping someone find work in San Francisco, so I've got 3 keywords, all of them restricted to San Fran. Works well.

I think you are dreaming running FL on a raspberry pi. Why not get a small VPS from Digital Ocean - you can use your own ISO so upload a copy of Windows Server 2012. $10/month if you upload your own ISO and buy a license from somewhere else.
