I tried it the day it came out and didn't notice anything or get any messages back. My understanding is that you won't get any notification from them but they will just ignore those links internally.

I think you will be okay if you have 15 to 20 per IP but it depends on what you are doing. Most likely Twitter isn't looking for small time things like this. Image big companies that are running on the same IP and if they get a bunch of their employees to create accounts, Twitter isn't going to...

I'd suggest you put it on something like SlideShare and then buy a bunch of retweets and try to get it featured on their homepage. You'll get tons of views then!

Overpriced for it's worth, you'd be better off saving that money and getting something like SEOmoz or Brightedge..

For $10 I'd buy it for someone else and see what the accounts look like before buying them for the account I want to see grow.

Don't bother with the reconsideration form, it basically let's good know that you are doing something wrong and you tell them everything you did. I'd work through some other options like remove some low quality links and then getting some new higher quality links.

I had this on two different sites and one I removed the problem files, it took about 4 days to remove the warning without going through GWT. To improve the speed of the second one I got a few new links to a few pages on the effect site to get Googlebot to recrawl the site.

Agree with what people are saying so far. Lots of scams and it's hard to tell if it's not a scam. Wonder if it's worth going on Fiverr and buying some traffic...

I have to agree with what everyone has said so far. Don't waste your time. But if you really want to I would do what the others have said and buys a bunch of bad links and point them at their site. Watch for the rankings to drop and buy a bunch more to really push it down.
