Yep, you can’t just upload a regular image and make it clickable. I think this is how they’re doing it—hope I’m not wrong :))
In Facebook Ads Manager:
Make a campaign -> pick Traffic or Conversions -> Upload the image you want -> Add link to the CTA button (like Learn More or Shop Now)

Those are important things to know, but some people, in an effort to make their ads more appealing, deliberately use sensitive words or images and then keep complaining when their ads get rejected))
