how could they give us 15% of usage offer? they said if my ads price be 100$ then i should just pay 15$, does google gives this kind of pricing to anyone? are these accounts hacked or ...?

I want to know what is google adwords agency account? some people offered me these kinds of accounts they asked 100$ open fee, 200$ dead fee and 15% of ads we run! i can not understand if this is legal? how could this accounts die? is there any limitation on advertising a site on these accounts?
